I’m pretty sure that if adequate, secure funding were available without bending to the political will of the government of the day, you wouldn’t see much in the way of neo conservatism.
That’s largely due to the hollowing out of university funding by governments. It doesn’t justify their investment decisions, but there’s a clear line to be drawn to government failure.

Easy make yoghurt flatbread. Little kneading, no yeast so no rising time. Just plain flour and a Greek style yoghurt. Mix till dry enough for a light kneading en roll flat and dry fry or a light spray if oil in a fry pan. Simple, quick, delicious and great with curries.

I got my degree in the ‘80s in Aus. Tertiary education was free. Later, fees were introduced but could be deferred, payable once income was $55,000. I retired, enrolled again and I’m now heading towards a doctorate. I’ll end up owing about $70,000 but won’t work again so won’t have to pay it back.
I started school in Scotland in 1961 and we had cooked lunches provided as many kids wouldn’t have a hot meal at all. They were filling and nutritious. I never thought 65 years later we would still need to provide kids with what might be the only healthy, nutritious meal they might have in a day
