Shadow banning refers to the practice whereby a digital platform limits the visibility of a user's content or account without warning them. This practice affects many  cartoonists.
Nearly 50% of cartoonists suspect they have been victims of a "shadow ban." 
In Asia, cartoonists report greater suspicion in this regard.

Moderation 
No final decision should be based solely on algorithmic moderation: moderation based entirely on artificial intelligence will not accurately interpret the contextual, cultural, and political content of cartoons.
Moderation decisions concerning journalistic and satirical content must be taken by specialised  teams, fully cognizant of  local issues, reflecting a diversity of sensibilities and representative of society, specifically trained in handling reports, working independently of national authorities and in close collaboration with specialist lawyers.
