2/5 What is it? Shadow banning refers to the practice whereby a digital platform limits the visibility of a user's content or account without warning them. This practice affects many cartoonists. Nearly 50% of cartoonists suspect they have been victims of a "shadow ban." In Asia, cartoonists report greater suspicion in this regard. *Data from the research “Online experience of press cartoonists: global survey on freedom of expression” conducted among more than 250 editorial cartoonists as part of a project supported by UNESCO’s Global Media Defence Fund (GMDF).

4/6 Recommendations Moderation No final decision should be based solely on algorithmic moderation: moderation based entirely on artificial intelligence will not accurately interpret the contextual, cultural, and political content of cartoons. Moderation decisions concerning journalistic and satirical content must be taken by specialised teams, fully cognizant of local issues, reflecting a diversity of sensibilities and representative of society, specifically trained in handling reports, working independently of national authorities and in close collaboration with specialist lawyers.
5/6 Recommendations cont. Reasoned decision Cartoonists must receive notice of any moderation measure affecting the visibility or dissemination of their content -, with reasons given, as with any moderation decision. Appeal Access to an appeal platform must be guaranteed in all circumstances and appeal mechanisms must be strengthened.

3/6 Removal, suspension, closure "Political content" is the primary reason given. The vast majority of cartoonists appeal these decisions: less than half are successful.
