Agree, looking at similar things in place for doctors and it seems to amount to annual performance reviews, development plans and a portfolio of training you have done. All of which should already be done.

The downsides are that they don't work when people switch their numberplates, they only work retrospectively, they don't allow investigations into ownership, driving whilst under the influence or other motoring offences which can all be flagged from speeding. But for straight speeding matters ideal.
