Goes w/out saying that criminalizing homelessness will not solve the underlying problem of having nowhere to safely live. But, for the city, enforcing the ban will help justify opening more mass shelters like Clinton Triangle, so that they can then justify extending Urban Alchemy a larger contract.

The book is more about the experiences of people living in self-managed encampments in PDX, and how their relationships with property (and its owners) affect their ability to become housing stable. It does not touch on demand for accessible housing:)
