In my analysis of governors' roles in OSW, I call Youngkin a 'Pragmatist.' He sees OSW and other low-or-no-carbon-emitting energies as key to VA’s future in a diversified strategy. His RGGI withdrawal? Cautious—maybe even overprotective of VA consumer costs—but worth considering in any critique.
