Part 2 is that WotC continues to relegate Rare / Mythic slots to modern-designed cards (Tezzeret, Ugin, Exhibition Tidecaller) but doesn’t properly test them for power level, which shows up in horrible outliers like Badgermole Cub, Cori-Steel Cutter & Screaming Nemesis.

I believe there was a meeting at WotC in Fall 2022 about the lack of Red Aggro in Standard at the time. They wanted a playable red rare/ mythic for the upcoming sets in 2023-24.

They all obliged in different ways, which led to Mono R getting insane tools every set for several years straight.
