it's great that you've set a clear art style goal for yourself, you'll know which points exactly to focus on in order to get there!

I am a fairly passive learner and it took me about 4 years to actually see a drastic improvement in my art and I have been drawing since I was very young so I can't say for sure how accurate this is

some people get here way faster, it's different for everyone

I don't think time alone would be a good measurement here because you could be drawing for 50 years and still be bad at it unless you are doing it "consciously", studying and analysing your mistakes is key as well as practicing regularly
