IMHO, Xavier Becerra, former CA A G & former Cabinet secretary is the most qualified. I've been a big fan of Katie Porter since she first arrived on the scene. But Becerra as CA AG sued 45 160 times and won about 155 of those cases. We need that degree of protection from Trump & his administration
