Indirect land-use change (#ILUC) happens when biofuel production displaces food crops, driving agricultural expansion elsewhere. This is the single most important factor influencing the life-cycle emissions of biofuels.

In Poland 🇵🇱, the same exemption reduces the TCO gap for regional trucks from 17.7% to 7.4%, and for long-haul trucks from 33.6% to 21.2%.
With maximum CO₂ charges, model year 2030 long-haul electric trucks could be 10.7% cheaper than diesel.
In France 🇫🇷 a 100% toll exemption makes model year 2026 electric regional trucks 3.7% cheaper than diesel, and long-haul trucks 4.9% cheaper.
When combined with maximum CO₂ charges, the benefits grow: Model year 2030 electric long-haul trucks have a 24.5% lower TCO than diesel in France.
The EU’s Eurovignette Directive allows CO₂-based tolls and zero-emission truck exemptions.

Using the Netherlands🇳🇱 as a case study, we find that for an e-kerosene facility that produces 50,000 tonnes SAF per year, all assessed policy options combined can bring down the price of e-kerosene from €4.23/L to €2.21/L, a 48% reduction.
These fuels currently cost 4–10 times more than fossil kerosene—which the EU Commission seeks to address by exploring revenue certainty mechanisms.
But Member States don’t have to wait.
Recent ICCT analysis assesses how existing policy levers can already help bring down costs. 💰️
✈️ By combining existing policy levers, EU Member States can narrow the cost gap between fossil kerosene and the sustainable aviation fuels needed to meet EU targets:
➡️ Cellulosic fuels made from solid waste or agricultural residues
➡️ E-kerosene produced through electrolytic hydrogen + captured CO₂

🚐 🚌 Some segments show closer alignment. By end of 2025, ZE shares for medium trucks & vans were nearly identical: 22% in China and 21% in the EU. For urban buses, China has maintained ~100% ZE since 2021, while the EU increased rapidly from under 25% in 2023 to 58% in 2025.
Trucks show the largest difference. 🚛The EU reached a 2.7% ZE share in Q4 2025. China's ZE share rose from 6% in 2023 to 29% in 2025, supported by decreases in vehicle prices, widening diesel, LNG and electricity cost differences, and policies targeting industrial sectors like steel, power & cement.
