Which is not to say that states aren't vital to the science - it is a partnership. The feds provide context (e.g., standards), nationwide data, large scale imagery, models, and yes, $$ that makes my work possible, and we are ALL understaffed and devoted to working for the public interest.
As someone who works at a water management agency, I can assure you every person in the US relies on the work at NOAA and the EPA for uncontaminated drinking water.

The functions of federal civil service hinge on the commitment to non-partisanship. Routinely collecting data on party affiliation would run counter to that ethos.
