If it was too short or a bit too small, you can hard block and add starch to help it keep its shape. If it were me and the length bothered me, i would just rip out the bottom and bind off at a better length. Good luck and let me know how it goes!

Oof! A hard one. Usually wool will "bloom" or grow when you soak and block. I would recommend steam blocking so you can do a lateral relaxation without adding tremendously to the length. If it is too long, could you unravel up to the point that you want it and bind off there?
