You mentioning that having timers and logic stuff like that physically in the scene near things they send messages to made think about doing that! fun fact Unity dosnt support rotating gizmo icons so I ended up having to make a dang sprite sheet and flipping though them

I guess between that and Unity Physics there must be a lot going on
(the reason for the new lifecycle API is becuase unity is moving towards adopting CoreCLR in unity 6.8 and deprecating Mono, so all the lifecycle stuff is getting an update to allow for that. Domain reloads will be 100% gone!)
These work both in editor and in builds, the generated code hooks into unity and calls your methods at the correct time during engine initialization. The github thing you linked uses an older lifecycle API attribute called [InitializeOnLoadAttribute] which is editor only.
[OnEnteringPlayMode] and the other new lifecycle attributes use Roslyn source generators under the hood to generate new code that calls the methods you tag them with.
Also - in Unity 6.5 they have added a whole new Lifecycle API, which is worth checking out for static usecases like this - see OnEnteringPlayModeAttribute and OnExitingPlayModeAttribute. (theres also a AutoStaticsCleanupAttribute - which might be neat.)

In Demonschool we had a concept of flags and subscribers. They are kinda half of the feature set you describe here and i can for sure see how having outgoing events would have made some scenes way easier to implement
