There is no law that requires refugees to do that, and for good reason: if that were the case some countries would end up with all the refugees, while others get none.
Also: people go where their family is and where they speak the language. Lots speak English.

I see more vote-shaming among the folks who are disgusted with Democratic Party strategy but have convinced themselves to vote Democrat anyway than with party leaders, who don't seem to know that anyone is disgusted with them and their leadership.
The Democratic Party is like General Motors in the early 1980s, making mediocre cars and daring consumers to buy Japanese cars instead.
Vote-shaming is what you do when you have no strategy, and are down to the tactics of last resort.
