A couple points on this manifesto, apart from the racial superiority subtext others noted.
Palantir is a company built on public contracts, they bill the state billions to surveil and target the state's population. The manifesto exists to justify their demand for even more.

Agreed, I’m in Jackson Co (a sometimes blue county in a sea of red) and folks will call Carbondale “little Chicago” as a racist way to refer the assumed high crime rate. It’s wild. Also agree that these feelings are true in rural IL south of Chicago.
Same for Southern Illinois. People who travel no further than the county over are almost fearful of Chicago and believe the Chicago elites steal all our taxes. It’s so myopic. And definitely racist.
