Overall federal tax collections were around 18.5% of GDP in 1980. After 10 years of Reaganism hey fell a bit to around 18% by 1990, but were back up to around 20% by 2000.

The tax burden was remarkably stable over the period. You are talking about marginal rates, which is something much different.

Or one could say every budget they propose is a reflection of the fact that we're a nation of spoiled children that wants government services and benefits but doesn't want to pay for them. Not sure that's Reaganism

Very interesting -- glad you shared this. It's a short piece and I haven't read the author's work but one thing I wonder is whether he might turn out to be as naive about the possibilities of the legislative branch and "democracy" as he thinks Vladeck is about courts and the rule of law.
