The tax burden was remarkably stable over the period. You are talking about marginal rates, which is something much different.

I mean it's true that we've gotten to a place where proposing higher taxes is political suicide. But it doesn't follow at all that that's "a reaffirmation that low taxes spur growth."
Reagan gave the myth that we could have lower taxes if we didn't give so many benefits to Those People.
Or one could say every budget they propose is a reflection of the fact that we're a nation of spoiled children that wants government services and benefits but doesn't want to pay for them. Not sure that's Reaganism

seems to me the Court can and will find at least some of these to be unconstitutional (something something inherent Article III power blah blah) but Congress should do them anyway
all of these tedious re-hashes miss the two most salient features of the Reagan administration:
sustained deficit spending
creation of the modern TV presidency
he did neglect to take out the trash
deep fryer is right there

Very interesting -- glad you shared this. It's a short piece and I haven't read the author's work but one thing I wonder is whether he might turn out to be as naive about the possibilities of the legislative branch and "democracy" as he thinks Vladeck is about courts and the rule of law.
