A reversion to the system that worked. Testimony taken only at hearings, not session.
It's not so much about quantity as it is about where/when comment is heard. On any bill or resolution that is required to have a public hearing (all non-privileged resolutions), the committee hearing (where anyone can testify) satisfies the requirements of the Sunshine Act, imo.
Council should relitigate that decision or lobby for amendment to the legislation.
I'm not well-versed on amendments to the Sunshine Act or caselaw since then; but I am aware that this decision has failed our city. Furthermore, Council is handcuffed until the legislation is amended or the decision reversed.

For a half-century, Council allowed public comment at hearings; this was both custom but also functional. In Alekseev, a 4-3 Court found this to be in violation of the Pennsylvania Sunshine Act even though . . .
This 4-3 SCOPA decision required Council to allow public comment at Council meetings, not just in hearings.
