5. All neighborhoods should have access to diverse mobility options. Pittsburgh should not assume that low density and auto dependence are permanent or inevitable conditions.

4. Civic amenities should be allowed in all neighborhoods. Housing growth without parks, schools, or public amenities is incomplete.

3. The current built environment should be conforming. Our land use plan should reflect the city that exists, not impose a suburbanized or over-segregated model on an older urban fabric.

If Pittsburgh reinstitutes a land value tax, one of the biggest drivers of urban decay would go away. Landowners would no longer be subsidized for keeping lots vacant or letting buildings decay into blight. Better yet, most yinzers would also see immediate property tax relief.

The value of land does not change as easily as the value of buildings. Taxing it flips the script and makes it more profitable for landowners and investors to do the right thing.

When only the value of buildings is assessed, depreciation and neglect are functionally the same thing. Taken together, the current system allows bad landords to make money just from running a property into the ground. Investors profit while everyday renters are harmed.

Our current tax structure allows investors to deduct the depreciation of properties they own from their annual taxes, even if the property in question is making them money from rent. Needless to say, this loophole is frequently exploited.
