I think it's industry and professional society rather than Gov, but putting an opening statement from a Minister does cloud the waters somewhat.
I think this is the "Irish version" of the original UK version.
The cover letter had an Irish society foresters or something like that on it!
I didn't see an author or illustrator, in today's age people will just assume it was AI generated as a result.

Yeah sold it to Range therapy, it helped bring the costs of the upgrade down. Afaik they'll use it for domestic
For older 24kwhs definitely! But there's probably lots of post 2020 40kwh leafs out there with a range well over 200km still.
Around 4-5 weeks. Could be a bit longer or shorter depending on availability. Sourced in UK via a breakers in NI
Swapped out a 24kwh battery on the Leaf last month for a 40kwh.
Used a company in Kildare called Range Therapy, as seen on Eco Eye a few years ago.
Process is fairly straightforward and they'll test the SOH of the new battery also.
Wait list for 62kwh was a few months.
