I came of age when the consensus view (that I shared) was make the markets as efficient as possible and then do redistribution on the back end to make everyone better off. Good economics; terrible political economy. The pre-tax "winners" just used their new wealth to thwart redistribution.

I struggle to come up with a plausible explanation for relative costs. Why is underground DC so cheap? Maybe the height reduces load and thus narrower columns? But then above ground is cheap too? How are NYC and BOS bottom third? Seismic issues could explain SF, Sea, Portland, but then LA is cheap?
