Obama certainly got blamed for TARP and the other unpopular Wall Street bailouts that mostly happened under Bush. Later, there was an entire news cycle blaming Obama for bailed-out AIG paying big bonuses (which Obama had no control over or authority to stop because of how Bush designed the bailouts)

The initial cost estimate for re-doing two buildings was $1.9 billion. The estimate today is $2.5 billion.
