No one seems to realize that USPS funds an entire federal law enforcement agency (the Postal Inspection Service) out of our postal fees.

Flock lost its contract because there was no way to protect the people of Charlottesville and have a usable ALPR system.
There never will be.

And the dangers created by ICE searches didn’t go away. 7 days is plenty of time to figure out if someone is in Cville to set up a deportation raid.
With the 7 day retention period, Flock became a machine for manufacturing probable cause to stop cars, search people, and kick down doors. Those searches could never be effectively challenged in court because the underlying data was long gone by the time lawyers got involved.
The police department’s limits on data retention are a perfect example. The 7 day window was supposed to assuage public concerns.
But in practice it created nightmares for defense attorneys who could not get discovery on Flock searches and limited the systems utility
Third, Flock exposes one of the baseline problems with mass surveillance systems. They either sweep so broadly as to become massive threats to public safety, or they become useless and error prone with restrictions.
Second, the campaign of steady public and private pressure is a model for Cville to build on. The village really came together for this one.
