Mark Carney came into power with a promise that he was going to build homes at levels not seen in decades, and so far what we've gotten is his government refusing to hold some of our largest cities accountable for deliberately breaking agreements they signed on regulatory reform.
This completely defeats the purpose of the HAF. The cash incentive was a carrot to get the city to address the highly-restrictive zoning laws that got us into this mess in the first place.

I’m not sure why the federal government felt the need to crumple on this. The point of a HAF is to accelerate changes that otherwise would not happen by using the power of the purse to incentivize changes that would have a ramifying or catalytic effect. Changes like rezoning.
Alright, I guess the federal government's given up on increasing housing supply.
The HAF is just another transfers fund.

also, this type of messaging coming from someone who represents and lives in Beaches-East York hits very differently than doing so from Etobicoke North
