I have very occasionally been involved in the debate of wording in policy documents. Each time there is painful scrutiny of how each word will be interpreted by folks who aren't currently in the room. I'm struck by how everyone in this administration assumes nobody new will ever be in the room.

I'll note that the ethical/IP challenges and potential environmental externalities of the AI boom are separate things. Those, are a result of an unconstrained, unregulated bubble and aren't necessarily fundamental to AI (sensu lato). The bubble could very well negate the marginal benefits.
I was part of designing and implementing a MOOC during that boom. It was fun. It is still running. It is not world altering. It is a, at best, a well-organized YouTube channel. Similarly, AI will leave an impression, but the changes will be marginal ... like so many innovations before it.
