I disagree. A better tactic is to continue negotiating while quietly working with other major & upcoming trading partners. No sense giving the Americans the tantrum they are trying to provoke.

I think it's more common in Québec to use both forms – "Nous souhaitons les dirigeants et les dirigéantes qui assistent au congrès". I've never seen the '.e', but it's a long time since I moved from Montréal.
