Are you sure it didn’t just superimpose the VIN from ALPR on to an image of the vehicle? Getting photos of something that small from a moving object seems kinda difficult.

um no they can’t, they’re not that good, you need to get up close to see those dashboard VINs. Zooming in on moving objects is tricky.
