Increasing mixing is how gerrymandering works. Sewell got elected when the right split (in general that is how the left wins the mayoralty). You do have to remember that the left has never held a majority in Toronto. Don't blame us! :)

It has to do with who votes and who gets pandered to. In the strip wards the homeowners in the north turn out at higher rates than the renters in the south. So the renters get drowned out.

You don't know the history. I was there. Before Crombie et al there was no such thing as an upscale downtown neighbourhood. There was some commercial gentrification (Yorkville), but all the housing was low rent. Walk through Sussex-Ulster and every third house had a room to rent sigh on it.
The simplest fix is to start taxing on frontage. This is why old
Toronto is so efficient.

I agree that the tax system needs fixing and tax planners are a scourge, but trashing OAS is far too blunt a hammer. Not treating capital gains as income on the same footing as wages is a vastly bigger problem.
GIS/OAS is designed not to be handouts to rich people.
You can't afford the maintenance on a house if you are collecting GIS. You can collect OAS but it's taxable (and subject to clawback) and unlikely to be large.
