If not, usually background. I still make a sketch of the subject for scaling, placement and layout, but the background usually gets done first

When I've done backgrounds it's a case by case for me. If they're interacting, I go back and forth. Even in the general sketch, I try to figure out how the figure reacts to the background, as well as if the background is even the right size due to scaling
