No, I think you're giving him too much credit. He clearly has no idea how a Westminister-style government like Canada's works, and would rather tweet a half-baked thought than ask an advisor for a quick explanation.

He already said he'll make the tariffs bigger in retaliation for the counter-tariffs, so there's no downside for Trudeau stating the truth.
