In 2019, the year with the longest spillway opening, one threat was the slight chance that Hurricane Barry’s surge added to floodwater from the Midwest would cause the river to overtop levees in the Lower 9 and Algiers. The Corps discounted that threat at the time.
The Corps says levees on both sides of the river in the New Orleans area are kept high enough to not be overtopped by the river when it reaches between 20 and 22 feet above sea level at the Carrollton Gauge in Uptown.
