This doesn't answer the question. If the developer builds a building that no one wants to live in, planning to sell to a landlord, how does that work? Why would any landlord buy such a building? Why would anyone want to own such a money-losing building? There's no tax break for empty rental units.

High rents, constrained supply, but high building costs, high fees, IZ, long approval times mean almost nothing pencils and almost nothing gets built. It’s a mistake to imagine housing development is infinitely profitable.

I'm saying market rate units in buildings subject to IZ are built to a HIGHER standard, aimed at a higher income level, because they need the higher profit from the market rate units to cover the cost of the IZ units. I view this as bad.

IZ slows homebuilding, so that excellent goal is not being achieved in many places with IZ. I live in Silicon Valley, and I know IZ is slowing homebuilding here because I've seen the pro formas.

IZ programs drive up the cost of market-rate units, because projects with more modest, lower-cost market rate units don't offset the cost of the IZ.

Can you give me examples of places where the density bonus actually offsets the cost of building the units? California has a density bonus, but (at least in my area) it does not offset the inclusionary units. And not every project can even use the extra density, especially small projects.

The Montgomery County program pairs the inclusionary requirement with density bonuses, supposedly offsetting the cost. I don't object to funded inclusionary zoning.

Do you think that development projects are all so extremely profitable, every one, that requiring developers to give away some of their units below cost doesn't make any difference, doesn't make any projects money-losing that otherwise would be money-making? It never stops housing from being built?

How is a person supposed to know whether someone else is in a blackout? When I was driving my husband home from a colonoscopy, he was in a drug-induced blackout, and I did not know this, even though I know him well. You cannot expect people to know things it's impossible to know.

Offering women drink after drink, in hopes the alcohol will overcome their sober judgement, is sleazy. Sleeping with subordinates is unethical.
