The first part of what you say is definitely true. But the situation without 230 is that you need to make a choice between moderating and not moderating at all. And not moderating at all probably means not using the algorithm, so I personally feel that the dynamic w/o 230 is preferable.

When Section 230 was passed, there were no social media tech giants, and there was an assumption that _every_ media transmission was via either a publisher or a common carrier. Section 230 was created specifically to enable amoral publishing on a massive scale, and bypass that requirement.
