I'd say (having come from a managerial background myself) that it's time to go over your bosses heads if the behaviors don't get rectified.

She can't help her situation and she can't help her feelings. What she CAN help however is how she treats others. She's not a child to be coddled; she's an adult.

It's also not the job of employees like yourselves to be on the receiving end of her hostility. You're not responsible for her.

If she's making it difficult for other employees and being rude, despite her doing her job, she could still be fired for causing a quote unquote "hostile work environment". Companies do it all the time.

If you're not the only one who sees this, that's likely the route they'll go eventually.
