azure redis stuck at scaling

Our production #Azure Redisenterprise suddenly "froze". We couldn't see anything unusal in the logs/metrics and we tried upgrading it to Managed Redis but it got stuck at "Scaling" for hours and then it failed with status "Scaling failed".
