If Republicans eliminate Black representation in the South, that's about 8 seats. But if they repeal the Voting Rights Act, there's nothing stopping CA and NY from squeezing out another 2 seats each for Ds, and MN and WI trifectas in 2027 could create 4 more, while Rs are tapped out.
