Also need to consider the waste of government employees’ time spent managing the purchase and sale - presumably they could have been doing something that actually serves the taxpayers.

You can write about the money wasted on these shenanigans. Expect them to sell the plane at a loss, plus the time of government employees for all of the purchase and sale dealings.
