Having worked in this field for 25 years, from Firewall engineer to Security Architect, I do not agree. There are frameworks of how hacking techniques work (MITRE ATT&CK) and what can be done, specifically, to prevent them. Configuration changes ARE tested, often using attack traffic generators.
