This is the flower of an Arizona Pencil Cholla Cactus
It's kind of like a cholla minus all the thorns
Yellow flower, except for the round green thing in the middle.

So, I go to the i-naturalist site and look for "cactus bee" to find they don't recognize such a thing. Instead, they had pictures of four or five bees, all looking alike, each with a different name. Cactus bee is probably good enough.
