Yes. "Justice involved" and "justice impacted" are not uncommon language among advocacy organizations, at least in NYC.
I don't think I've ever heard an elected official use either, though. And whether you like these terms or not, whining about them is weak stuff. Just use the language you want.
to expand on this: the reason some legal or advocacy groups use "justice involved/impacted" instead of just, say, "inmate" is because they are describing a population that is broadly than people who are currently incarcerated.
