Weimer's HR was hit more at the Wrigley Rooftops building, so there was a bit more wind blockage on that one than Happ's ball. Plus the wind speed was a bit lower than on Happ's, and it had a lower apex. So Weimer's was pushed back less than half the distance of Happ's, which kept it a homer.
