This is all really interesting. Bringing back student number controls won't cost anything, will work to stabilise the hugely-unstable HE sector, and help a lot with other parts of Labour's agenda (as suggested below). But the Government just doesn't seem interested, for no obvious reason at all.

Although reintroduction of student number controls won't solve the crisis, even the very modest step of reintroducing SNCs into the discussion would improve its quality. The resounding silence on this issue impoverishes both systematic understanding of how HE actually works and policy-making. 3/3
