I called t-mobile customer service. Tech support can register your number in their system as not spam. I'll update if it fixes it. I use Google voice and TextNow.
Text Free seems ok. And it's T-Mobile and Metro PCS that are blocking the VOIP
T-Mobile updated their spam filters and a bunch of VOIP providers are now being blocked. I could take and receive calls and get texts but no texts were going out.

When you apply for security clearance they are real worried about things that could be used to blackmail you. Debt, secrets, lies etc.
