Hansard is a historical record and can't really deal with accusations of lying in real time. If it were allowed then everyone would make those accusations against their opponents and the whole thing would disintegrate. It must rely on other sources of evidence to back it up.

I think that as economists we should be a lot more concerned that everyone feels like they've got poorer when the data show they haven't. We certainly shouldn't just be assuming that the customers are wrong, rather than that we're no longer measuring things that are most relevant to wellbeing

Essentially he's saying Iran's not gonna do that because he/the administration doesn't want Iran to do that and that proves he doesn't understand analogies, Iran, or wives. Or course there was an agreement about that enriched uranium, but Trump ditched it.
