Story time: On the pictures where leaders sign the Treaty, they are actually signing blank pages.
The Treaty got lost on its way to Rome, so they reprinted one in emergency. But during the night, the maids trashed it.
So they remade the first page, put it on top of blank pages & rolled with it.
Because there are no provisions in the EU Treaties to exclude a Member State from the EU.
And in any case it would have to be a Council decision (as it's Member States who decide EU membership), not a Commission one.
And 'technically' Hungary didn't break any EU rules/laws, only trust.
Because there are no laws or even formal rules around this.
There is no EU "Secret Defense" status for documents/discussions in Council. It's all relying on responsible behavior from Member States.
But after the Hungarian elections, maybe there will be discussions on introducing that.
In 3 days, the Hungarian government went from:
-radio silence
-denying everything & denouncing a political plot
-saying "yeah of course we're updating Russia on everything that happens in Council"
By the end of the week they'll just say Putin should be invited to EUCO anyway.
