It might not be quite as stupid as it sounds, a QR code can be read just as easily from a video or photograph as it can in person, you don't have to walk up to an agent with your phone out. Paired with a requirement for human readable visible names and badge numbers, it would be an improvement.

The game seems to have a few more systems that encourage/force partial runs. I think largely because H1 had issues you were too good, the side story beats got all out of sequence.
