Smallest County Council is around 550k, so this level allows East Sussex to unitarise on its own. I suspect most remaining County Councils would also find it hard/impossible to split into multiple +500k units.. so I wonder if it’s really about encouraging straight conversion from CC to Unitary.

For climate and us, the rate of removal matters.
This rate slows over time.
Sure, all that CO₂ will eventually end up in the ocean over thousands of years, but it's not fast enough.
We have to stop burning fossil fuels!
Green line graph time series of average sea surface temperature anomalies for each May to July from 1854 through 2024. There is large interannual variability, but an overall long-term increasing trend. Anomalies are computed relative to a 1981-2010 baseline. 2024 is the warmest on record.
The mean global sea surface temperature averaged over the last three months remained the highest on record relative to any other May to July period...
