And there is a partisan effect on who neat districts favour. It's a lot easier for rural areas to outvote urban areas with neat lines than it is for the reverse.

I don't think it's exactly sane, but we don't have any options that aren't at least a bit mad and this at least has something resembling a viable theory beyond wishing really hard behind it.
