Effective digital economy policy also requires innovative governance:
✔ cross-government coordination
✔ public–private collaboration
✔ evidence-based policy design
Without these, digital economy strategies often remain aspirational

Examples of policy responses include:
• investing in broadband and data infrastructure
• building digital skills and innovation ecosystems
• improving regulation for platforms, data, and digital labour
• addressing digital exclusion and cybersecurity risks

Three major policy challenge areas shape digital economy development:
1️⃣ Digital infrastructure gaps
2️⃣ Weak digital ecosystems (skills, finance, institutions)
3️⃣ Digital harms and inequalities
Policy needs to address all three simultaneously

Digital economies offer major opportunities for developing countries:
• new firms and markets
• cross-border digital trade
• data-driven innovation
But this potential often falls short of expectations because key foundations are missing
