As silly as it is to have Leonidas get $30k in local govt aid for a city of 20 housing units, Eveleth has the highest ratio of Local Government Aid (LGA) per resident.
The Iron Range is heavily represented and the 20 cities with the highest aid/ population ratios receive $53M per year.

Lets consolidate some of Minnesota's 3600 local governments.
Minnesota has 755 4th class cities (pop less than 10k), yet 2/3s [500] of those 4th class cities are less than 1000 people and have 20%+ of their budget or more subsidized by state Local Govt Assistance (LGA).
