people suggesting "Rainfall and temperature" as "unlikely to be impacted by the road" which is also true, but a road can have impacts downstream of rainfall and temperature – surface flooding, most obviously, and heat-related impacts.
the other three all have the problem that he has no data from the before period to compare to, so he can't isolate the changes. Rainfall and mapping are extra not useful because it's likely to be redundant collection of data already available.
I _think_ the answer is supposed to be b) but they've written it so poorly that it reads like "vox popping people in the village who don't live there", which is obviously a useful piece of fieldwork to do.

now to be fair, this government service is indeed online and digital by default. they just made an error when I tried to do this digitally, and cheerily emailed me going "we've done [incorrect thing], hope that helps" from a no-reply address
