Bush was quite a phenomenon too. He went from high 90%+ to that 22% over the course of a few years. The decline is almost more staggering than the depth.
At his worst, he's never breached that 37% floor. He gets down to 30% or lower and there may be some real vulnerabilities. But his GOP support is a solid wall.
